US House Passes a Resolution That Sanctions Some Ethiopian Gov’t Officials, HR128 ሁሉን አቀፍ መንግስት በኢትዮጲያ እንዲመሰረትና በተወሰኑ የመንግስት ባለስልጣናት ላይ መአቀብ እንዲጣል የቀረበው ረቂቅ በከፍተኛ ድምፅ አለፈ

የአሜሪካ ኮንግረስ አባላት ትላንት ሚያዝያ 2 ቀን 2010 ዓ.ም. ኤች.አር. 128 የተባለውና በአመዛኙ ሰብዓዊ መብትን የሚመለከተው የውሳኔ ሐሳብ ተቀብለው አጸደቁ።
108 ተባባሪ አቅራቢዎች ያሉት የውሳኔ ሐሳቡ ከሚሰጠው ድምፅ 2/3ኛውን በማግኘቱ መጽደቁ ታውቋል።ሕጉ በኢትዮጵያ በተለይም  በኦሮሚያ እና በአማራ ክልል በነበሩ ተቃውሞዎች የጸጥታ አስከባሪዎች ከመጠን ያለፈ የኃይል አጠቃቀም እንዲመረመር ግፊት የሚያደርግ ነው ተብሏል።

የመሰብሰብ እና የመገናኛ ብዙኃን ነፃነት እንዲከበር፤ ሕገ-መንግሥታዊ መብታቸውን በመጠቀማቸው የታሰሩ ተቃዋሚዎች እና ጋዜጠኞች እንዲፈቱ፤ መንግሥት ስለሚከተለው የልማት ሥልት በግልፅ ከዜጎች ጋር እንዲማከርም ያሳስባል። ሕጉ በሴኔት ጸድቆ በኘሬዝደንቱ ከተፈረመ በሓላ በሥራ ላይ ይየቀደመ ዘገባ ነው – ዛሬ ስለጸደቀው

ሕጉ፤ የአሜሪካ መንግሥት ለኢትዮጵያ መንግሥት የሚሰጠው የገንዘብ እርዳታ ለታሰበለት ዓላማ መዋሉን፣ ከአሜሪካ ጋር የሚኖራት የንግድ ግንኙነት እንዲሁም በኢትዮጵያ ያለው የዴሞክራሲና የሰብዓዊ መብት ይዞታ ትኩረት እንዲደረግበት የሚጠይቅ ነው ተብሏል።

The US Congress has voted to pass HR128, a resolution that calls for the support of human rights and inclusive governance in Ethiopia on April 10, 2018. Ethiopian campaigners have expressed their joy with the passage outside the Capitol Hill.

Ethiopian regime representative in the US earlier wrote a letter to Congress demanding that they vote against the resolution but to no avail.


Rep. Mike Coffman initiated the Resolution. HR 128 (2017), calls for an inclusive government in Ethiopia and also targeted sanctions against select Ethiopian government officials.

Condemns: (1) the killing of peaceful protesters and excessive use of force by Ethiopian security forces; (2) the detention of journalists, students, activists and political leaders who exercise their constitutional rights to freedom of assembly and expression through peaceful protests; and (3) the abuse of the Anti-Terrorism Proclamation to stifle political and civil dissent and journalistic freedoms.

Urges: (1) protesters in Ethiopia to refrain from violence and from encouragement or acceptance of violence in demonstrations, and (2) all armed factions to cease their conflict with the Ethiopian government and engage in peaceful negotiations.
